Add ability to bulk upload additional attachment data about attachments #328

Queensland requested the ability to upload additional data about attachments. They requested it be through the batch edit feature. The fields in particular they were interested in were: CO attachment fields: copyright holder, attribution, restrictions on use

CO Attachment Image Attribute fields: photographer, licence, category

Alternatively, they would like to be able to batch edit attachments in order to add in the data. Being able to add the data during the initial upload is still preferred.
