Ben updated build.xml to install4j8 in 76679eb Now we also need to update the README

Currently ant throws an error if the user has Install4j 7.0.7 installed Screen Shot 2020-03-26 at 1 30 56 PM

Worked with Install4j v8.0.5 (latest stable)
