Try out Tailwind-based utility libraries

Try out cva, tailwind-merge, and classnames (see), clsx (see) to see if they improve our Tailwind workflows

• cva would make defining variants of elements like buttons and links easier
• tailwind-merge would reduce the need for ! when overwriting base class names
• classnames would make dynamically computing class name strings easier, cleaner and less bug prone

of course, should consider the cost of adding these libraries (maintenance cost, more complexity, more learning, performance, runtime size...)
