Sp6 doesn't reflect forms defined on `edge`

Setting Up:

• local host connection b/t 6 and 7 using a backup for KEHerb database
• added botany default forms at user level for 'KEherb' (existing view defs present for collection and discipline)
• added new definition for Locality table (botany.test.xml) I added and unhid fields and subviews, removed fields, created and assigned a custom pick list, etc.
• THEN I logged into the same database using Sp6

Testing/troubleshooting in 6:

• First log in, I open the Locality form and see the default

• I click and unclick "reset views" and log out and back in to try and see the changes
• I then check resource import/export and confirm the correct form and view def names are showing
• I check schema config and see the correct fields and labels

• The default form is still the only one showing
• I go back to 7, and the default form is now being used there too!

More troubleshooting in 6/7:

• After noticing the default in 7 now, I go through formMeta>edit form definition and see that it's using the Collection-level definition
• I copied the xml from the user account level and replaced the collection definition with the user one that I want to see in 6
• going back to 6 now, the Locality form is blank
• Schema config and resources still show that they are using the user account level form I defined at the start
• This is the only related error showing in the logs

Expected behavior Forms created in 7 should be reflected in 6
