Read only user can change Web Link definitions

Describe the bug When logged in as a read only user they can change the definitions in web links when read only users should not be able to interact with this.

To Reproduce Steps to reproduce the behavior:

1. Log in as a read only user
2. Go to app resources -> web links
3. Select any web link that has definitions
4. See you can change the definition

Expected behavior A read only user should not be able to make any changes even if they don't save
