Workbench 'fill up' not working #4923

Describe the bug When using the 'fill up' feature in workbench it fills up everything except for the top 2 rows.

To Reproduce Steps to reproduce the behavior:

  1. Go to workbench
  2. Click on any data set with several rows (or create a new one)
  3. Select a column and rght click
  4. Select fill up
  5. See issue

Expected behavior The fill up should fill up the whole column like fill down does
