Lazy loading for stream branches & commits

This PR solves slowness on initial load user streams
Load branches only for default selected stream on initial load user
Load branches for selected stream on stream selection
Stream selection does not reload (same as the old behavior)
Reload button only reloads selected stream (is it ok?)
Refactor helper methods for new use case
Fix commit selection reload bug on default selected branch (scene.py:44, unrelated bugfix)
I hard-coded branch_limit in scene.py:120. I couldn't import users.py to access branch_limit, class member of LoadUserStreams, causes circular dependency. To solve this, we can move these constants to somewhere else.

Ok, this is definitely an improvement over the previous hugely slow.

Reload button only reloads selected stream (is it ok?)

I think it could be acceptable, but ideally we'd also be able to react to new/deleted streams. @overengineer How easy/hard do you think this might be?
