fix(automate): automate module multi region #3531

Description & motivation

Move (almost all) automate module endpoints to multiregion logic

Changes:

rest, gql, and event listeners
pending:
- ~~how to count automations a function is used in (requires counting in all regions) (or just deleting this capability?)~~
- deleted lol
- ~~how to find project based on function run id (status reporting from automate)~~
- we are now requiring project id in gql reportFunctionRunStatus mutation, depends on following changes:
  - specklesystems/speckle-automate#780
  - specklesystems/specklepy#356

Confirmed triggers work, automations can be queried, and functions/reconciler can report results with the user-facing api changes.
