Some server in China was hammering our server making it impossible to kill the extra HTTPD processes (they just kept respawning). After blocking the offending IP address and restarting the web server, things appear to be back to normal.
Downloads from the THEMIS data server seem to be slow, with some dropped connections today. HTTPD error logs show a possible hack attempt, and there are an excessive number of HTTPD processes that spun up around that time. Reported to sysadmins, hopefully cleaning out the old HTTPD processes and restarting the service will fix it.
