Develop ICCR for THEMIS-E to support determination of Bz component from particle data #161

THEMIS-E is in fast survey most of the time, and in that mode we get 88x15 ESA electron data at 1 spin resolution.

Currently in slow survey, we are in omnidirectional 1x32 mode at 1 spin resolution.

We need to implement a configuration that gives us 88x15 x 1 spin throughout the orbit. Perhaps we can make up for the increased data volume by reducing the resolution or cadence of ion data.

I think this is no longer necessary, and we have pivoted to using the spin plane components to estimate Bz for THEMIS-E.
