POLAR plugin in SPEDAS #43

We have a POLAR plugin for pyspedas, but it's not yet available in IDL SPEDAS. According to Vassilis, there may be additional data sets available at Berkeley (may or may not be in CDF format) that we would like to support in both IDL SPEDAS and pyspedas.

Recently, I found that high-resolution CDF data files at least of HYDRA and TIMAS have already been available (https://spdf.gsfc.nasa.gov/pub/data/polar/) in addition to spin-resolution CDF data files of E and B fields, which have already been loadable by pySPEDAS.
