Crash loading MMS FEEPS data #55

The FEEPS load routines are crashing on some dates, and the issue appears to be due to the existence of both older files (v6) ad newer files (v7) that aren't compatible with each other.

I checked in a quick fix; just waiting for the FEEPS test suite to complete
