Unable to download test data from Tsyganenko's web site #761

Our Geopack tests download files from: https://geo.phys.spbu.ru/~tsyganenko/TS05_data_and_stuff/

Those downloads are currently failing with a 403 Forbidden error, causing our test suite to fail.

This issue seems to have resolved itself and the tests are passing again.
