remove latin1 encoding #25

A recent release of roxygen2 makes latin1 encoding not working anymore (see from https://github.com/klutometis/roxygen/issues/787). Thus latin1 encoding should be removed

I realized that latin1 encoding was already removed. I am going to commit the package to cran soon
