I’m afraid I cannot provide proper patches anymore, due to technical issues with GitHub.
If pull requests are not merged properly (and I ignore how to do this in this repository), extra code will be added to next pull requests.
Going to the report itself, I read at https://doc.speedata.de/publisher/en/compatibilitylist/#_known_problems:
The speedata Publisher installation on Windows must not contain non-ascii characters (see bug #310).
After reading the issue, I know what is it: not the installation, but the installation path.
Sorry, but not knowing German, I tend to understand installation as an action (or at best, as the result of it).
