Add "Add New Run After" button to Run Editor panel #56

Sometimes you want to insert a new run after another run instead of having to add it to the end and drag it in. Also have a button to add a new run after the currently active run if applicable.

Added the "Add New Run After" button in dev branch. Apparently this was mostly already coded in I just hadn't finished it. I'm doing to not do the 2nd bit for now as I don't think it would be used much as most people just import from Horaro.
