feat: add python support to create-installable #58

In this task you only need to add the install steps for Python using Mise: https://mise.jdx.dev/lang/python.html

However, we also need to use the OpenLiteSpeed to run the Python apps instead of Gunicorn: https://openlitespeed.org/kb/python-wsgi-applications/

We need to know where mise fits on the puzzle.

This feature will include the implementation of the new UnixTime constructors. Therefore, it is requested that all statements in this VO be updated to use the new constructors.
