create spot fleet request with multiple type of ec2 instance

We need to create spot fleet request with multiple type of EC2 instance by management console, since the price of spot instance sometimes changes.

I want to correspond quickly to spot instance price fluctuation by creating management console.

現在Revieeeで稼働中のspotfleet requestが把握できる機能 (must)
現在稼働中のSpotFleet Requestに対して、変更を加えることができる (must)
- Spot Fleetのインスタンスタイプを変えたり、個数を変えたり
- 変更したリクエストで、Revieeeのcontainer instanceを置き換えられる
現在のspotfleet instanceの相場が分かる (option)

spot fleetをconsole上からいじれるようになったので、とりあえず簡単に使えるような cloudformationだけで良いのではなかろうか

【話した内容まとめ】 cloudformation.yml の書き方に関して今は、役割単位で分けて書いている。ので、一旦それに寄せて書いてく。

spot fleet requestにおける InstanceTypeは、m3.large, m4.large でやる。

確認環境は、CPUボトルネックになるよりも、docker コンテナが立ち上がりまくってることから、メモリボトルネックになりがちなので
