Kotlin is upgraded to 1.5.31 (I haven't tried 1.6.0 yet so not sure how big the changes are gonna be), this upgrade is required so that it is easy to support IJ 2021.3.
Upgraded gradle-intellij-plugin so that we can build new versions of IJ plugins
