Creat quest doesn't show manually created tomes

Describe the bug When uploading a tome through the createTome mutation the tome doesn't appear as an option in the create quest view. This is probably due to our migration to tome repos.

I did refresh the app multiple times in case it wasn't refetching the tome data

Expected behavior Do we still want to support tome creation through the API if so we should re-add them to the UI otherwise remove the mutation.
