revisit footer and answer box #58

footer doesn't work on short pages in IE.

answer box doesn't stick in IE. answer box appears mid-page in other browsers when content is short.

going to accept footer not working on short pages in IE.

answer box no longer sticky per #59, just always sits at the bottom of the page. good enough and not worth the effort imo.
