Fixes to make framework compatible with ROS Kinetic / Ubuntu 16.04

This is basically almost ready for merge and seems to work also on 14.04 on the first look. However, the author notes:

Since I was playing with the laser detector I made some changes on the launch/spencer_people_tracking_launch/launch/detectors/laser_detectors.launch file (like topic names, etc). Just be sure to check them out and change them so that they work on your robot.

So maybe the launch file-related changes should be excluded from the merge. No other launch file seems to be affected.
