Move CI over to Azure pipelines #325

C.f. comments in #324 and, as is our MO, because xarray did it (https://github.com/pydata/xarray/pull/3072, https://github.com/pydata/xarray/pull/3039, https://github.com/pydata/xarray/pull/3052).

I very much look forward to the day this is done...AppVeyor especially has caused us so many headaches in the past!

Had 15 min to kill and created an account etc. for us w/ Azure. So next step is getting it configured etc.
