Cannot Run Electrum 3.1.2 Executable and Transaction unconfirmed for 12 hours #4269

I'm using the Windows standalone executable Electrum 2.9.3 and it has been working fine for months, but yesterday I tried to transfer some bitcoin out and the transaction has been unconfirmed for 12 hours now. I cannot figure out what the problem is (the transaction ID is not showing up in block explorer), so I figured I would try updating Electrum, but every time I try to open the new standalone Electrum 3.1.2 I get the following error:

The program can't start because api-ms-win-crt-runtime-[1-1-0. dll is missing from your computer. Try reinstalling the program to fix this problem.

Can anyone help me out on this?

This is older windows than win10, right? From the download page:

Note: Some old versions of Windows might need to install the KB2999226 Windows update.

Try that ^

Tried that, it says "This update is not applicable to your computer" so won't install.

What version of Windows is this? Are you sure you tried installing the update for the right version of Windows? (win7/win8 -- 32/64 bit arch)
