Some people host their blog in a subfolder, let's say www.example.com/blog/. All static files, including the stylesheets would be accesible under www.example.com/blog/css/.
But with path, the path would be relative to the root directory, i.e. the browser would look at www.example.com/css/style.css. But this path wouldn't be correct.
