The delete and preference buttons on panels and notes are still visible when not selecting said elements

Looks like a theme issue. What gtk theme are you using?

Using flatpak build, gnome 3.32 runtime with elementary theme installed Screenshot from 2019-11-25 19-41-58 with adwaita theme
