I presume there must be some sort of gnome-shell extension providing those desktop icons. You'll need to disable that extension - gnome-tweaks probably.
@Micklberry, could you check that? It really seems what @fossfreedom is pointing out.
Currently using Pop os 19.10 64bit Works fantastic, except for some annoying design choices like no functional desktop icons and no window minimize buttons. After installing this desktop panel app to take care of one of the issues, I found that the panel (which works great) sits over top of the original icons which makes for a visual mess. I tried to move the original icons to a different part of the desktop but they are now somehow locked in, unclickable. I had assumed the panel app would be replacing the desktop icons, not ride on top of the original ones.
Not sure what to do about it. I
