Lexicon selection in userPrefs

This is run via the Settings menu, "User Prefs". This blocks user profile upload as the page to upload a photo is under this selection.

• [x] Edit getUserLexicons endpoint in login service to include the extra items that userPrefs.php returns
• [x] Update front end to call getUserLexicons properly
• [x] Update getUserLexicons to return in the format the front end expects (or edit the front end)

getActiveLexicons() in userPrefs.php does more than the getUserLexicons endpoint in the login service. The delta is the optional 'update' and 'default' keys in the return value

Note the user country is in the client environment in keycloak.tokenParsed. .. something.
