Refactor sphinx RST parsing in towncrier extension #6

For now, no tests, or anything.

Not sure if I should continue to polish this PR or just know that it's there and when the code is a little more ready to accept contributions (with tests and all), we'll have an easy PR.

@ewjoachim I don't think I'll have any further refactoring requests. You may either update it yourself or I could do it for you. Either way, I'd like to accept it rather than postpone it.
