Bump version dev requirements to Sphinx 1.8 and below #136

Have you built Alabaster's own docs with 1.7 though? Sadly, it won't work - Releases (another plugin) does things that Sphinx 1.7 broke, so we can't build our own docs til https://github.com/bitprophet/releases/issues/73 is fixed. (Once it is, tho, yea then I can merge this. If I remember this is here and don't just do it inline 😒)

Can I ask why you needed to bump it, btw? dev-requirements is specifically for development of the theme itself, it's got no bearing on using Alabaster in your own projects - for that, I don't think there are any major Sphinx conflicts, as you found.
