Update PyYaml Requirement #76

The tests passed, but when running fab lint I got the following. I tried running linting under a Python 2.7 and 3.7 virtual environment.

Coverage remained the same at 76.068% when pulling 9c48d7630f6c03a8e326db08c31e096ecb66e845 on epicserve:update-pyyaml-requirement into e0f40b6359ca00a48ca5ba903de1e25da27de453 on GaretJax:develop.

Hmm! I'm not sure why we depend on pyyaml here. :/
