Revamp .readthedocs.yml #49

Replace build.commands statements in .readthedocs.yml with:

build.apt_packages to install graphviz (fixes #34)
build.jobs.post_create_environment for placing translation files into the sourcedir
submodules to set sphinx source files' repository
formats to make PDF build available for download
python for installing dependencies (which includes requirements.txt from sphinx's repository

sphinx/doc/conf.py is automatically found by RTD after having the sphinx submodule initialized.

Fixes #34, but not #46, #47 and #48 ...

@humitos Sorry for pinging you directly, but you're one person I know that contributes to readthedocs and also set up python-docs-es to use readthedocs.

If you can, would you please check #46, #47 and #48 and see you can spot anything I can do from my side?

I'm trying to improve Sphinx's own translated documentation in Read the Docs and I in this PR I had success with removing build.commands, but the issues I numbered above I have no clue.

Thanks for the help @humitos ! Since those issues are not affected by the .readthedocs.yml configuration, I'll move ahead to merge.
