This PR is a draft pending successful testing on our (frc-docs) documention.

There are some blockers with this that we (I) haven't had the time to figure out. I think this may work for small projects, but the new API lack of parallelization is holding up my testing.

Sorry for the late response. This PR should be good to merge.

If you have a .transifexrc file in your home directory, this will likely need to be nuked with this transition (or run tx migrate prior to the transition)
Requires the latest transifex-cli
