Update ci.yaml to use Python 3.10 and newer actions/* versions #120

I'm hoping that this fixes the documentation build, which has been failing for a few weeks now.

Looks like that worked. Merging eagerly, since a "new" failure is well... still a new failure. It moved past the pip install failure we were seeing earlier.
