What happened?

网格业务使用 multus + macvlan + spiderpool 来配置 underlay 网络。
网格业务有 sidecar 容器进行流量的拦截，主要使用 iptables redirect 模块进行流量拦截以及重定向，如下：
iptables redirect 模块会使用流量流入的接口IP地址作为 dst 来修改报文，但是当接口没有配置 IP 时这个包会直接被丢掉。
因为这些包直接被丢掉，所以会导致通过 veth0 进入容器的链路无法正常通讯，比如：节点访问本节点的 macvlan pod。

What did you expect to happen?

期望 coordinator 可以为 veth0 网卡配置默认配置一个本地链路地址，这样在网格此场景下，节点访问本节点的 macvlan pod 可以正常通讯。
