Update spire server configuration reference #269

We need to update the spire server admin_ids configuration documentation to match the spire 1.5.4 version update regarding this field, admin ids can now reside in foreign federated trust domains: 

SPIFFE IDs that, when present in a caller's X509-SVID, grant
that caller admin privileges. The admin IDs must reside in the server
trust domain or a federated one, and need not have a corresponding
admin registration entry with the server.
