Add `$bug` and `$request` for more info on Bug Reporting / Feature Requests #12

Describe the solution you'd like

Add $bug and $request commands to provide more information on reporting bugs and requesting features. These could provide a small description, then link to the appropriate wiki page and/or issue creation page.

We should add $pr and $wiki too for completeness.
