Users may wish to reach out to admins anonymously to discuss an issue.

Describe the solution you'd like

User sends a DM to spike initiating a ticket
Admins receive a message from Spike with the user's message
Admins can reply to that message to send a note to the anonymous user
Anonymous user can close the ticket with a command

Describe alternatives you've considered

Using the newly announced Threads could work perfectly here.

As this is more of an administrative feature, will need server admin approval before implementing. We had it on Spike v1 and they seemed to like it, so I'm sure they'll approve of it coming back. Blocked until then.
