Describe the solution you'd like

Add an $announce command for Admins and Bot Experts to post announcement embeds to #announcements. It should behave in the same way as $embedify, but post directly to #announcements and tag @everyone. Announcements should be queued until they receive a number of reactions to confirm.

Describe alternatives you've considered

Admins can currently send messages, even as $embedify embeds, but only from within #announcements which can lead to clutter and the inability of bot experts to directly send announcements. It also doesn't have a built in confirmation system.
