Describe the changes

Adds a basic wagering system to Spike.

Expected behavior

1. A user creates a bet with multiple options
2. Other users bet their Spike Bucks on it
3. The creator denotes the winning bet.
4. Winners are paid first from the pot of wagers, then from the creator's bank

Testing Instructions

• [ ] Run prettier. Make sure no formatting changes are made (your system should use the default settings from package.json.
• [ ] Verify that a bet works as expected. Ask another user to wager on it to test transactions.
• [ ] Trigger as many errors as you can to verify they're caught
• [ ] Inspect the code to ensure as many errors as possible are caught and dealt with properly

Additional context

Merge into main when approved, then merge main into the spike-lisp feature branch. This is because the formatting config was added in this PR.
