Remove Announce commands #45

Is your feature request related to a problem? Please describe.

The announce command was deemed an overreach of Spike's jurisdiction, and rightfully so. Admins have requested it to be removed as it's not really necessary.

Remove the announce module.

I think we can keep the module in the codebase, but let's deactivate it.
