Create records.json if it doesn't exist #57

Describe the changes

If there's an error reading records.json, use the empty object instead and write it.

Testing Instructions

[ ] Delete records.json
[ ] Start Simone
[ ] Verify that the appropriate message is console logged
[ ] Verify that records.json is created with an empty object
[ ] Send some messages until the records.json updates
[ ] Verify that the file updates correctly.

61 needs to be updated to include this if it hasn't. Closing this PR.
