Describe the solution you'd like

Users should be able to initiate wagers. Other users wager on options and bet amounts specified by creator. Winnings specified by creator are paid out from the pot and creator's wallet as needed.

[ ] Update Spike Bucks wiki page on how to earn Spike Bucks in wagers
