Make Rule.ToString do something sensible #40

It may be nice to be able to recover a string representation from the
compiled form of a Rule object. (It wouldn't necessarily have to be exactly
what the original declaration looked like.) On the other hand, this might
not actually be used for anything, and can be postponed until we have an
actual use case.

We should do this, and we should include it in debug output for the rule.
