Add syntax for morphologically-conditioned rules #43

There should be some way of expressing and applying rules that have an 
morphological context. Some things to think about:

How is the morphological context applied?
How is the morphology indicated in the context?
Can this be handled for most cases just by marking morpheme boundaries in the 
input?
