Add syntax for attaching features to suprasegmentals #51

We need some way to attach features and feature values to suprasegmentals. 
Probably use a syntax like this:

[rime:mora=2]

i.e.

[tier:feature-value]

This capability already exists in the backend

The title is misleading. Right now we can only attach features to the *segment* 
tier, but we want to be able to attach features to the syllable, rime, etc. 
tiers as well.
