I've added a second level of XML to the service elements in metadata XML in a hurry so that I can get the sample RIF-CS out the door in time.
The implementation is a bit crap and should be fixed.
What's there now: a template with XML in it which gets written into the element with XML::Writer->raw, which only works with well-formedness-checking switched off.
What it needs:
Lookup services in Mint by ID, the same way staff are now handled
Fix the relevant XML tests so that they test this in the same way that staff details are tested.
