Update `README.md` to include more thorough, up-to-date procedures #77

Prior to this PR, the README.md had not been updated since 2020. Yet, the forum no longer runs on Ubuntu 18.04, and several changes have been made to the installation and setup procedure following discussions in:

This PR aims to update the README.md so that it contains up-to-date procedures for installing the SCT forum.

I'm going to merge this due to inactivity + the importance of having up to date Discourse docs up for the incoming IT hire.
