Currently, scenario filter filters parameter values only. It makes sense to filter also alternatives and scenario alternatives that are not in the selected scenario and scenarios have not been selected. For example, consider the following data:
Alternatives: a, b, c
Scenarios: S1, S2
Scenario alternatives: S1: [a, b], S2: [b, c]
Selecting scenario S1 for filtering would skip scenario S2, alternative c and scenario alternatives of S2.
This change would make e.g. Merger work more intuitively in Toolbox.
