Pipx install on Python 3.12 don't work

Pipx install on Python 3.12 don't work #2971

The prompt just hangs on Installing SpineToolbox and never finishes. Pipx install on Python 3.8 works flawlessly.

Probably related to #2911.

@ptsavol tested and it didn't reproduce
